Dry roast the whole spices for few minutes, cool and grind into a powder.
Wah and soak rice just enough water to cover for about 15 to 20 minutes.
Heat oil in a pressure cooker and add cumin seeds, ginger, garlic, and onions. Saute for few minutes until onions are golden in color.
Add chopped tomatoes and green chili and stir until tomatoes are soft.
Stir in the ground masala, turmeric powder, and salt and cook until oil comes out from the edges of the cooker.
Add peas and rice and stir for 2 minutes. Add 3 to 4 cups of water as per you need with the kind of rice you are using and close the lid of pressure cooker.
Cook for one whistle and remove from heat, let the pressure removes naturally.
Open the lid and divide the rice into serving plates.
